HOTMA Compliance Software
HOTMA compliance software for every affordable housing program.
HousingIntellect bakes the HOTMA Final Rule directly into the platform. Income calculations, asset verification, interim recertifications, EIV workflows, and resident notices all run on current HOTMA rules across LIHTC, HUD Multifamily, HOME, NHTF, and Rural Development portfolios.

Day one
HOTMA rules built into the platform from launch
HOTMA is the largest change to affordable housing compliance in a generation.
The Housing Opportunity Through Modernization Act, signed into law in 2016, was finally given operational force by HUD's 2023 Final Rule. It rewrites how income is calculated, how assets are treated, when interim recertifications must be processed, how student financial assistance is counted, and how EIV is used. It touches HUD Multifamily, Public Housing, Housing Choice Vouchers, LIHTC, HOME, NHTF, and USDA Rural Development.
Most legacy affordable housing software was built on the prior HUD Handbook 4350.3 rule set and Section 42 conventions that predate HOTMA by decades. Patching that code to handle HOTMA correctly is hard. Verifying that the patch produces the right calculation on every household is harder. The compliance penalties for getting it wrong, however, are very real, and they fall on the owner, not the vendor.
HousingIntellect was built on HOTMA from the first line of code. Every calculation, every interim trigger, every resident notice, every EIV protocol reflects the current Final Rule. There is nothing to patch.
Every HOTMA rule, built into the software your team already uses.
HOTMA income calculation engine, fully auditable
Asset verification under updated imputed income thresholds
Interim recertification triggers under new HOTMA timelines
HOTMA-compliant resident notice templates
EIV protocol updates with IPV and discrepancy tracking
Cross-program HOTMA logic: LIHTC, HUD, HOME, NHTF, RD
Side-by-side HOTMA vs pre-HOTMA calculation comparisons
Continuous HOTMA readiness score across your portfolio
How HousingIntellect gets your portfolio HOTMA-ready.
1. Map your portfolio to HOTMA effective dates
Each property gets a HOTMA effective date based on its program, state, and contract administrator. HousingIntellect tracks every effective date so the right calculation runs on the right file.
2. Calculate under HOTMA, with full audit trail
Every HOTMA rule is applied with a line-by-line worksheet your reviewers, monitors, and contract administrators can defend.
3. Notify residents in HOTMA-compliant language
Resident notices for income, asset, and recertification changes are generated with the exact language and timing HOTMA requires.
4. Interim recerts run on the new triggers, automatically
De minimis thresholds, household changes, and new HOTMA-mandated triggers are monitored continuously. Files route themselves.
The fastest path to HOTMA readiness, without a binder of memos.
Compliance teams use HousingIntellect as the HOTMA layer over their existing property management system. We do not replace your books. We own the compliance workflow, with every HOTMA rule, every calculation, and every resident notice handled for you.
HOTMA compliance software FAQ
HOTMA is the Housing Opportunity Through Modernization Act, signed in 2016, with the Final Rule published by HUD in 2023. It changes how income, assets, and recertifications are handled across HUD Multifamily, Public Housing, Housing Choice Vouchers, LIHTC, HOME, NHTF, and Rural Development programs. The changes are deep enough that nearly every legacy compliance system needs to be rebuilt to handle them correctly, particularly around imputed asset income thresholds, interim recertification triggers, and the treatment of student financial assistance. HousingIntellect was built from day one on HOTMA rules.
